It depends on what country or culture you’re asking. After all, alphabet differs from every country.

But if you’re asking who arranged the English alphabet, no one really knows. However, from Greeks and Latin scripts, it evolved to the Old English (Anglo-Saxon) that was probably made by Norse.

Then, an invasion of Norse somewhere on the 11th century made the Middle English era, where the spelling of some English words are very odd.

A big help from Johannes Gutenberg who created the printing press on the 15th century, Modern English era was born, where the English era we are living at.

No one really knows for sure, but collectively, the best ‘linguists’ on them made our English alphabet today.
